Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results
Dear passengers,
In order to reduce cross-border transmission of COVID-19 and protect the health and safety of passengers, the Civil Aviation Administration of China (CAAC), the General Administration of Customs of China (GACC) and the Ministry of Foreign Affairs of China have jointly issued the Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results. According to it and notices from Chinese embassies or consulates, all Chinese and foreign passengers bound for China from the following countries (see appendix 1), including those who transfer in these countries will be required to take nucleic acid and IgM anti-body tests and apply for a green health code with the "HS" or “HDC” mark before boarding the flight. The specific requirements are as follows:
I. Test Requirements
1. Passengers bound for China via direct flights must take nucleic acid and IgM anti-body tests at a testing institution designated by the Chinese Embassies or Consulates in the host country within 48 hours before boarding. Upon receiving the certificates of negative results of both tests, they need to submit them to the Chinese Embassy or Consulates and apply for a green health code with the "HS" or “HDC” mark.
2. Passengers bound for China via connecting flights must take nucleic acid and IgM anti-body tests in the originating countries within 48 hours before boarding, and then take both tests a second time in their last transfer country within 48 hours before boarding the plane to China. Passengers must apply from the Chinese Embassies or Consulates in BOTH countries (the originating and the last transfer country) for green health codes with the "HS" or “HDC”mark with their certificates of negative results of both tests.
Passengers must complete the process of sampling, testing and receiving the negative test results of nucleic acid and IgM anti-body tests within 48 hours prior to boarding at their originating countries for the first time.
They are required to take both tests a second time in their last transfer countries within 48 hours prior to boarding. Upon receiving negative test results, they are qualified to board the planes.
3. Airlines operating direct flights to China will check passengers’ green health code with “HS” or “HDC” mark and issued by the Chinese Embassy or Consulate in the country of departure and approve boarding accordingly. Passengers are required to board the flight within the validity period of health code, and cooperate with the airlines for inspection.
II. Chinese Passengers Applying for Green Health Code with the "HS" Mark
Chinese passengers must upload to the WeChat Health Code mini-program the pictures of their negative nucleic acid and IgM anti-body tests results (see appendix 2), as well as fill in personal information,to apply for the green health code with the "HS" mark from the Chinese embassy or consulates in the countries where they receive nucleic acid tests.
III. Foreign Passengers Applying for Green Health Code with the "HDC" Mark
Foreign passengers can apply for the health code with "HDC" mark by scanning the International version of the health QR code (see appendix 3) or logging on the website of https://hrhk.cs.mfa.gov.cn/H5/. The passengers can fill in their information, declare their health status and upload the test certificates, passports, itinerary and other documents as required online, which will then be examined and verified by the Chinese Embassy/Consulates in the countries where they receive tests. Upon approval, they will receive the health code with "HDC" mark.
IV. Reminders
As tests are not available in the transfer zones of major airports in transfer countries, passengers are advised to be aware of the latest entry requirements in the transfer country. If you choose to fly to China via connecting flights, you need to take nucleic acid and IgM anti-body tests for the second time upon entering the transfer country, and apply for green health code with “HS”or “HDC” mark from the Chinese Embassy or Consulate in the transfer country. Failure to obtain the required certificates may lead to a high risk of getting stranded in the transfer country or even repatriating to the departure country. For any matters not covered herein, please timely refer to the information released by the local Chinese Embassy or Consulate.
In accordance with the relevant laws and regulations of the People’s Republic of China, those who provide falsified or counterfeit nucleic acid certificate shall bear corresponding legal liability, and if any loss is caused to the airlines and other person, those shall bear the compensation liability.
