Reminder:

All the exit and entry policies are for your reference, for which are updated by Malaysia Immigration and Embassy of the People’s Republic of China in Malaysia from time to time . For more detailed information or new announcement, please kindly check with the related department (Contact information  is shown in Section 5: Contact Information of Departments. We suggest that the passengers check the contact information on websites of related departments.)

To ensure your trip is safe and secure, please well prepare all the documents needed.


1.Malaysia Entry policy

i.For Malaysian:

(1)Prepare and fill up Letter of Undertaking (LOU);

(2)Get Letter of Approval _Entry Permit from Malaysia Embassy in China;

3.Quick Application: My travel pass, for specific visas

Malaysia Immigration Department has establish Trans boundary pass system, effective on   7th Oct 2020, which is open for Malaysians and foreigners who need to travel overseas to apply travel pass online. The applicants may visit www.imi.gov.my or mtp.imi.gov.my page, click MyTravelPass column and apply. Applicants will receive an confirmation email from Malaysia Immigration departments as soon as the departs receive their application. It takes 3-5 working days for Malaysia Immigration Department to  review the application and  send the result by email to applicants.

Applicants who use MyTravelPass could apply as below:

1.Singapore-Malaysia Reciprocal Green Lane (RGL) applications;

2.Malaysia Procedures Periodical Commuting Arrangement (PCA) entry applications;

3.Malaysian applicants could apply for exiting Malaysia in some conditions;

4.Foreigners and permanent residents could apply for entering Malaysia in some conditions;

5.Employers apply for maids or temporary permit workers to enter Malaysia;

6.Spouse or children of Malaysian or permanent resident apply for entering Malaysia;

7.Foreigners specialized workers apply for entering Malaysia;

8.Foreigners with a Malaysia My Second Home visa apply for entering Malaysia.


Procedure of Exiting Malaysia:

1.Passengers should get and show the approval letter of MyTravelPass before departure.

2.Passengers with MyTravelPass approval letter are allowed for single entry into or exit.from Malaysia.

3.Passengers should travel within the period of validity shown on MyTravelPass approval letter.

   


Quick Checklist for Entry Policy of Malaysia


   

1. All passengers entering Malaysia (including Malaysian citizens) have to undergo COVID-19 test (NUCLEIC ACID TEST) on the spot when arriving at KLIA airport.

The fees for COVID-19 test: Malaysian citizens-RM60-RM150; foreigner passports-RM120-RM250.

2.Passenger will be sent to a designated place for quarantine after arriving in Malaysia, all passengers (including Malaysian citizens) should prepare and fill up the Letter of Undertaking_LOU

The government of Malaysia announced all schools nationwide will reopen when the school term begins on 20 January 2021. According to announcement of Ministry of Defence on  24th Dec 2020, Foreign students (except those from United Kingdom) will be allowed entry into Malaysia once more starting 1st Jan 2021.      

   

(Student Visa)

1. It is necessary to apply for a consent  letter from the Malaysian Higher Education Authority (KPT) or the Malaysian Education Authority (KPM) through the Malaysia Global Education Service Center (EMGS)

2. Only with the consent letter can you apply for a KPI Approval letter from the Malaysian Immigration Department

Before entry into Malaysia, students need to fulfill below requirements:

1. Students must obtain learning institutions’ offer letter and valid student visa

2. Students must conduct a COVID-19 swab test three days before departing to Malaysia. Once arrived, they are required to undergo another COVID-19 test. 

3. Once entry Malaysia, students are are required to undergo 7 days mandatory quarantine at dedicated quarantine centres (own expenses)

4.Foreign students, except those from the United Kingdom, will be allowed to return to their respective university campuses here in Malaysia for the 2021 academic year, including new students, provided they secure accommodation prior to their arrival.



   

Reminder:

1.Passengers should well prepare the Letter of Undertaking (LOU) ,  KPI Approval and Letter of Approval _Entry permit, without which passenger might be rejected to enter Malaysia.

2.Please download MySejahtera App and register personal information  before entering  Malaysia.

3.COVID-19 test report  is excluded  when entering Malaysia (please do also check with airlines companies requirements)

4.After arriving in Malaysia,  passengers are compulsory to have 10-day quarantine (self-expenses);

Important notice: Effective on 14th Dec 2020 passenger who had done RT-PCR COVID-19 test within 72 hours upon arrivals quarantine period will be reduce to 7days. (self-expenses);

5.After arriving in Malaysia, passengers are compulsory to do COVID-19 quick test at KLIA (self-expenses)

6.All Visas for entering Malaysia must be within the period of validity.

7.During the Malaysia Movement Control Order (MCO) period, Foreign passengers have to apply the KPI Approval Letter from Malaysia Immigration Department before exiting Malaysia if they plan to go back again.

8.For Letter of Approval _Entry Permit details, please contact Embassy /Consulate of Malaysia in China.


2.Notice on transit in KLIA :

(1)Passengers are allowed to transit in the same terminal. For those transit in different terminals requires entry into Malaysia. Eligible travelers to Malaysia are fall under categories, please refer to above list for requirements.

(2)Baggage could be checked through within 24-hour connecting time. When connecting flights are purchased with the same airline,  airlines have interline agreements passenger baggage will normally be transferred directly onto the second flight. Passenger need to check with the airline to ensure the checked-in luggage is transferred to the connecting flight to reach the final destination.

(3)Passengers are allowed to transit in KLIA not more than 24 hours and are required to provide the boarding document/pass/valid ticket to the next destination. 


Important Notice to Passengers

From 8th November, 2020, passengers who travel to China should show a valid “HS” or “HDC” code on check-in counter. 

For Chinese Nationals                     

Present a valid  “HS” Code via WeChat. 

For Non-Chinese Nationals

Present a valid "HDC” code via WeChat

Passengers  have to apply for the code with certificate with negative results for both nucleic acid (COVID-19 Test) and IgM antibody blood test from the Chinese Embassy/Consulate at the point of origin or joining the flight. 

Passengers with flight Transit

Kindly take note passengers depart from a third country will not be able to transit to China via Malaysia due to that a mandatory COVID-19 retest is not provided in sterile area of KLIA. 

Thus passengers who have purchased tickets for transit to China via Malaysia from 8thNovember, 2020 are requested to adjust their itinerary or contact the original issuing office for refund. If passengers continue to travel, they need to take responsibilities for the consequences of detention and repatriation due to transit.

3. Notice of Nucleic Acid and IgM Anti-body Test Requirements Towards Passengers Travel to China

The below information is for reference only ,as the policy is constantly updated, passengers are  advised to checkout the Chinese Embassy or Consulate official website or official WeChat account  (ID :MLXYLST)  for the latest policies on nucleic acid, IgM anti-body tests and entry requirements.

(1)According to the latest announcement from Embassy of the People’s Republic of China in Malaysia on 14th Feb 2021  ‘Announcement on Double Test Requirements for Passengers travelling to Mainland China', effective from 18th Feb 2021, all Chinese and foreign passengers bound for China will be required to complete 1 nucleic acid (PCR test) and 1 IgM anti-body tests each at 2 different appointed testing institution in Malaysia within 48 hours before boarding. 

(2)Nucleic acid detection is by nasopharyngeal swab sampling, and serum antibody detection is by venous blood sampling.

(3)The CT value must be marked on the nucleic acid test (PCR) report. If the CT value is less than or equal to 40, it is considered positive.

(4)Those who have a positive result of PCR, IgM or IgG will not get the green health code. If the above test result is positive, please contact the Chinese Embassy and Consulate in Malaysia for reporting, and the Embassy and Consulate will provide necessary assistance. After the cure, please inform the embassy or consulate of your cure in time.

(5)Chinese citizens who have obtained 4 test certificates for nucleic acid and IgM anti-body tests, please confirm that the basic information such as the name and passport number in the test certificate are accurate. The 4 test certificates and the "Health Protection Commitment" should be included in the first time upload to the International Mini Program of Epidemic Prevention Health Code (please see QR code 2 attached). After the approval of the Chinese Embassy and Consulate in Malaysia, passengers can obtain a green health code with the "HS" logo.

(6)Please note that when uploading to the Mini Program,  the electronic version of the test certificate, a separate screenshot of the QR code on the certificate must also be uploaded together so that the embassy can scan the code to verify the authenticity and review it as soon as possible.

(7)Passengers going to China need to sign the "Health Protection Commitment" (please see the attachment) and promise to strictly implement self-closed-loop management within 14 days before boarding  to avoid indirectly affect the personal body health and safety.

(8)Passengers traveling to China are requested to truthfully declare their personal information, including important information such as infection history, contact history, and personal contact information, and provide true and effective nucleic acid test and serum antibody test certificates and related documents. If any situation such as deliberate concealment of the condition of the disease, alteration and forgery of test reports, inspection by others, etc. is discovered, the legal responsibility will be strictly investigated in accordance with the law.

(9)Chinese Embassy and Consulate in Malaysia will no longer conduct a review if the health code application is submitted within 4 hours before the flight departure. If the flight is delayed due to this, please understand that the embassy and consulate will not be responsible.

(10)Foreign citizens who have obtained 4 test certificates for nucleic acid and IgM anti-body tests , please confirm that the basic information such as name and passport number in the test certificate are accurate. The 4 test certificates, passport data page, visa page and The "Health Protection Commitment" are required to uploaded to http://hrhk.cs.mfa.gov.cn/H5/ to apply for the electronic version of the "Health Statement". The electronic version of the health statement is displayed in the form of a QR code with the "HDC" logo. 

(11)Starting from November 8, 2020, the Chinese Embassy in Malaysia will no longer accept applications for health codes or health status declarations for passengers transiting to China via a third place. Passengers who really need urgent travel must choose direct flights to China.

(12)Special Reminder:

1)Malaysia currently prohibits foreigners from entering the country. Currently, KLIA Airport Transit Zone does not provide testing services for the time being. Transit passengers in Malaysia will not be able to undergo a second test in Malaysia, nor can they obtain a double-negative report, and cannot meet the flight conditions. Passengers outside Malaysia are requested to avoid transit in Malaysia

2)48-hour time limit:

For example, if the sampling date is November 6, and the date of issuance of the negative certificate of nucleic acid test and serum IgM antibody blood test is November 7, the boarding time of the flight should be no later than November 8, that is Boarding will still be available on November 8.

3)Kindly refer to latest appointed testing institution name list provided by the Chinese Embassy before undergo nucleic acid (PCR test) and IgM anti-body tests.

4)Kindly print out all the test reports and bring it along on departure day. 

   

4.Exit Policy for Malaysian Citizens

The relevant policies are summarized according to the immigration policy documents issued by the Malaysian Immigration Department and other relevant units on 15th September , for reference only. As the policy is constantly updated, please refer to the official website of the Malaysian Immigration Department or consult the Malaysian Immigration Department and relevant departments .
